After months of gathering and analyzing input from the emergency management community, FEMA has completed its update of the Comprehensive Preparedness Guide (CPG) 101: Developing and Maintaining Emergency Operations Plans

The publication, now available for download at, provides guidance on developing Emergency Operations Plans, or EOPs, which essentially describe “who will do what, as well as when, with what resources, and by what authority–before, during, and immediately after an emergency.” 

Like previous editions, the Guide promotes a common understanding of the fundamentals of community-based, risk-informed planning and decision making to help planners to 1) examine threats or hazards, and 2) produce integrated, coordinated, and synchronized plans.
