Wolff has over 35 years of expertise in all aspects of law enforcement, emergency preparedness, all-hazards planning, mitigation, response and recovery. His experience includes deployment on 39 declared disasters across five continents, with four years as a Master Trainer for the United States Agency for International Development (USAID) in Southeast Asia.
He served more than 25 years with the Office of Homeland Security and Counterterrorism as the Senior Detective Sergeant and Emergency Manager assigned to support an FBI Joint Terrorism Task Force (JTTF).
As a FEMA Master Exercise Practitioner and a Homeland Security Exercise and Evaluation Program (HSEEP) instructor, Wolff has written and executed numerous Full-Scale Exercises (FSE), Functional Exercises (FE) and Tabletop Exercises (TTX) at the DoD, Federal (NLE), regional, state and local levels. He has also served as an Exercise Director, Lead Controller, Lead Evaluator and facilitator-trainer.
Wolff’s professional certifications include: IAEM Certified Emergency Manager (CEM®), FEMA Master Exercise Practitioner (MEP), FEMA Professional Continuity Practitioner (PCP), Certified in Homeland Security-IV, and Master Level – Military Emergency Management Specialist (MEMS).

Wolff recently completed six years supporting the Army Headquarters Installations Management Command Protection Directorate, and HQ Dept of the Army Emergency Management Branch at the Pentagon. In this capacity, he served as the Senior Emergency Manager for the DOTMLPF solutions in the integration of Full Operational Capabilities within Army Emergency Management.
Wolff is also assigned to the North Atlantic Treaty Organization (NATO) as a Consequence Manager on a Rapid Reaction Team, where he assists in the planning and execution of all phases of an emergency.
